Biography
Dr. Blackwell Bugg Evans Jr. received a Bachelor of Arts in History in 1972, and a Medical Doctorate in 1977, both from Tulane University. He subsequently completed a residency in Internal Medicine at Tulane Medical Center, and a one-year NIH Fellowship in Pulmonary Immunology, also at Tulane. He has been Board Certified in Internal Medicine since 1981. He was in private practice in Slidell, Louisiana for six years before returning to Tulane as an Assistant Professor of Medicine in 1988.

Dr. Evans was the organizer and Medical Director of the first Ambulatory Care Satellite Clinic of the Tulane Medical Center in 1989. The Uptown Clinic was subsequently enlarged and moved from the Uptown Campus to Uptown Square, where it is now home to the clinical practice of the Department of Family Practice as well as members of the faculty of Medicine and Pediatrics.

In 1997, Dr. Evans became Medical Director, and in 2002, Executive Director as well, of the Tulane University Preferred Health Plan, a self-funded and self-administered ERISA health plan for the employees of Tulane University and their dependents. He held those positions until the University terminated the self-funded plan in 2003. Dr. Evans continues to be a member of the Oversight Committee for Tulane University 's Employee Health Plans.

As an Associate Professor of Medicine, Dr. Evans actively teaches students and residents as an attending on the Medicine wards of the Medical Center of Louisiana at New Orleans, for several months each year. He is also currently a member of the Louisiana Medicaid Pharmacy and Therapeutics Committee and assists in the design and administration of the Louisiana Medicaid Drug Formulary. He also continues in active clinical practice of Internal Medicine at the Tulane Family Health Center at Uptown Square.
